Furthermore, taxation should set incentives so that qualified labour is substituted for nonqualified labour. As a result, it is efficient to tax labour income regressively with respect to qualification and to tax the monetary cost of education at a level that restores efficiency in education. A tax on capital income alleviates the distortion that progressive taxation of labour income exerts on human-capital investment.

Trading off Tax Distortion and Tax Evasion
Tax evasion is modeled as a risky activity and integrated into a standard problem of optimal tax design. It is shown that there is a trade off between reducing tax evasion and reducing tax distortion. Thus it is efficient to supplement a broad-based wage tax by a tax on specific consumption if the former is evaded and the latter not. The optimal tax structure can be characterized by an explicit...

Water has an important role in creating pollution problems in the mining regimes influencing the surrounding surface environment. The purpose of this study is to make an assessment of groundwater quality in an underground mine site in Portugal with a view of determining the pollution potential of groundwater. In the corresponding surface area of this underground mine, intersec...

Taxing Human Capital Efficiently: The Double Dividend of Taxing Non-Qualified Labour More Heavily Than Qualified Labour Assuming decreasing returns to education and the endogenous supply of qualified and nonqualified labour it is shown to be efficient to supplement a consumption tax with positive incentives for education. If the return from education is isoelastic and if the choice is between (...
متن کاملTaxing Mobile Capital with Labor Market Imperfections*
Taxing internationally mobile factors of production has been dismissed as an inefficient means of raising tax revenue. This paper addresses the question of whether it is efficient to tax capital at source when labor markets and the taxation of lumpsum income suffer from imperfections. Four reasons for taxing capital are identified: (i) institutional constraints rendering any taxation of profit ...
متن کاملTeacher quality and incentives Theoretical and empirical effects of standards on teacher quality
Applying the theory of yardstick competition to the schooling system, we show that it is optimal to have central tests of student achievement and to engage in benchmarking because it raises the quality of teaching. This is true even if teachers’ pay (defined in monetary terms) is not performance related. If teachers value reputation, they increase effort if the output of teaching is measured. T...
